Two things are non-negotiable at every level: 32GB of RAM and an NVMe drive. The game streams constantly and a SATA SSD produces stutter no GPU can hide. At 1080p expect 40 to 60fps in space and noticeably less in Lorville or Area 18, where the frame rate is set by the CPU and the server, not the card.
